NOTICE OF HEARING - Scope of Coverage to be Offered by the Nebraska Comprehensive Health Insurance Pool Regulation

The Director of the Department of Insurance has scheduled a public hearing as required by Neb. Rev. Stat. §84-901 to §84-909 for the proposed amendment of Title 210, Nebraska Administrative Code, Chapter 44, Scope of Coverage to be Offered by the Nebraska Comprehensive Health Insurance Pool Regulation. The proposed amendments eliminate the $250 deductible for the standard major medical plan and the $250/500 deductible for the Preferred Provider Organization Plan. With the elimination of these deductibles, the overall premium cost of the policy should be lower. Second, the Nebraska Comprehensive Pool will now allow the administrator of the plan to create a Health Savings Account for policyholders. Third, the drug benefits within the plan will be eliminated and, in its place, a three-tiered drug benefit will be implemented to more closely reflect the individual health insurance market and to encourage cost containment via use of generic prescription drugs. Finally, Occupational Therapy will be added as an additional benefit under the Nebraska Comprehensive Health Insurance Pool's policy benefits.

Copies of Chapter 44 are available upon request at a cost of $6.50 each from the Department of Insurance, 941 "O" Street, Suite 400, Lincoln, NE 68508. Copies of Chapter 44 are available for inspection at the aforementioned address, as well as the Office of the Secretary of State, State Capitol Building, Room 343, Lincoln, NE 68509, and through the Department's website at www.nol.org/home/ndoi. A copy of the Fiscal Impact Statement is available on the Department's website as well. All persons interested in presenting oral or written views on the proposed amendment of Chapter 44 will be granted an opportunity at a hearing to be held before the Director of Insurance, State of Nebraska, beginning at 10:00 a.m., the 24th day of March, 2005, and will continue until concluded. Said hearing will be held in the 5th Floor Conference Room of the Terminal Building at 941 "O" Street, Lincoln, NE 68508. Interested persons may submit written comments to the Department prior to the date of hearing, which will be entered into the record.
